Solicitation # 191BWC26R0009
Solicitation 191BWC26R0009 is a request for proposals issued by the International Boundary and Water Commission for Firm Fixed Price operations and maintenance services at the South Bay International Wastewater Treatment Plant in San Ysidro, California. The contract is structured with a base year running from June 1, 2027, to May 31, 2028, and three subsequent option years, potentially extending performance through May 31, 2031. The scope of work focuses on plant operations, SCADA management, and maintenance, with a specific emphasis on coordinating the facility's expansion from 25 MGD to 50 MGD. Contractors are required to provide a performance bond and adhere to strict security protocols, including background investigations for all personnel and the protection of Controlled Unclassified Information. Performance will be monitored via a Quality Assurance Surveillance Plan focusing on regulatory compliance, effluent quality, and system uptime.
