Congregate and Home Delivered Meals for the City-County Nutrition Program

The County of El Paso is soliciting proposals under RFP 26-022 for the preparation, packaging, and delivery of congregate and home delivered meals for the City-County Nutrition Program. The selected vendor will operate out of a City of El Paso commercial kitchen to provide approximately 4,000 daily meals to elderly individuals and people with disabilities. Congregate meals are served 250 days per year at up to 20 senior centers, while home delivered meals are provided 260 days per year to approximately 2,500 participants. All meals must comply with the Older Americans Act and specific nutrient target requirements, and home delivered meals must include large-print nutrition labels with storage and reheating instructions. The contract features an initial two-year term with three optional two-year renewals, for a maximum duration of eight years. Pricing remains firm for the first two years. Proposals are due by October 1, 2026, via the Ion Wave platform or hardcopy submission. Evaluation is based on the proposed approach, cost, prior experience, staff qualifications, menu planning, reporting, references, and the provision of employee health insurance. Mandatory submissions include a W9, Conflict of Interest form, and a Code of Ethics Training certificate. Depending on the contract value, performance and payment bonds may be required, and vendors must maintain comprehensive professional, general, automobile, and worker's compensation insurance.
