UPDATE: 19 MAY 2026:


This amendment is being issued to update the Addendum to FAR 52.212-2 (Evaluation Factors for Award).


Specifically, we have updated the evaluation ratings scale that the Government will use to evaluate offerors' proposals. Please review the attached, updated 52.212-2 document to ensure you understand how proposals will be assessed.


Proposal Due Date Time Clarification: The deadline for receipt of proposals is 20 May 2026 at 12:00 PM (Noon) / 1200 hours Central European Summer Time (CEST).


As a reminder, all offerors must acknowledge receipt of this amendment by signing Blocks 8 and 15 of the SF 30 and including it with your proposal submission.



UPDATE: 18 MAY 2026: 


This amendment is being issued to update FAR 52.212-1 and 52.212-2 to include new language regarding the use of Artificial Intelligence.


Specifically, the update to 52.212-1 requests that vendors provide an AI Use disclosure as a separate document in their proposal. The update to 52.212-2 explains how and if the Government will use AI during the evaluation process.


Additionally, we have updated the Questions and Answers document to address one question from industry.


Please note that the proposal due date remains unchanged.


For Vendors Who Have Already Submitted:
If you have already submitted your proposal, you do not need to resubmit your entire package. You only need to submit the new AI Use disclosure document and the signed SF 30 for this amendment. Please send these in a separate email with the subject line indicating it is "Email 2 of 2 - AI Disclosure and Amendment Acknowledgement."

INITIAL RFP POSTING: This solicitation is the official notice for a Request for Proposal (RFP) for non-personal Army Community Service (ACS) services to be performed at US Army Garrison (USAG) Italy in Vicenza, Italy.


The Government intends to award a single Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period. The source selection will be conducted as a commercial acquisition under FAR Part 12, using a Highest Technically Rated with a Fair and Reasonable Price (HTR-FRP) methodology.


The scope of services includes, but is not limited to: Front Desk Customer Service, Relocation/Lending Closet Support, Bilingual (English/Italian) Assistance, Host Nation and Benvenuti Orientation Tours, and Language Instruction.


The official Request for Proposal (RFP), including the Performance Work Statement (PWS) and all other attachments, is included with this notice. It is the offeror's responsibility to download all documents. Proposals shall be submitted via email; see the addendum to FAR 52.212-1 within the RFP for detailed submission instructions.


The purpose of this amendment 01 is to accomplish the following:


1. Publish Government Responses to Industry Questions:
The Government has received and reviewed all questions submitted by industry. The official Government responses are attached to this amendment in the Excel document titled "ACS Q&A". This document also notes which questions resulted in updates to the Performance Work Statement.


2. Update the Performance Work Statement (PWS):
Based on the questions received, the Government has updated the PWS to provide additional clarity. The revised document, titled "Attachment 4 - PWS Update", is attached to this amendment and replaces the previous version in its entirety. For ease of review, all changes within the document have been tracked: deleted text is marked with red strikethrough, and newly added text is marked in blue. Offerors must base their proposals on this updated PWS.


3. Extend the Proposal Due Date:
To afford all Offerors sufficient time to review the Government’s responses and the updated PWS, the deadline for receipt of proposals is hereby extended.


New Proposal Due Date: 20 May 2026 at 1200p.m. Central European Summer Time.


4. Instructions for Previously Submitted Proposals:
Offerors who have already submitted a proposal prior to the issuance of this amendment are afforded the opportunity to revise and resubmit their proposal before the newly established deadline of 20 May 2026. If an Offeror chooses not to submit a revised proposal, the Government will evaluate the proposal that was previously submitted.


All other terms and conditions of the solicitation remain unchanged. Offerors must acknowledge receipt of this amendment by completing Blocks 8 and 15 of the SF 30 and including it with their proposal submission.
