SOURCES SOUGHT NOTICE



THIS IS A REQUEST FOR INFORMATION AND SOURCES SOUGHT NOTICE for a Consolidated Sensitive Compartemented Information Facility (SCIF) Construction Services for the U.S. General Services Administration (GSA), Public Buildings Service. THIS IS NOT A REQUEST FOR PROPOSAL.



GSA is conducting market research: (1) To determine if there are adequate Small Business, HUBZone small business, Women-Owned small business, or Service-Disabled Veteran-Owned small business contractors capable of performing the construction services for the requirement described herein. If it is determined that adequate competition exists, the GSA may set the requirement aside for competition among the selected group; (2) To identify qualified commercial vendors capable of delivering the required SCIF construction capabilities.



GSA is seeking all qualified, interested sources (both Large and Small Businesses) to respond to this Request for Information/Sources Sought Notice to provide construction services for the Consolidated SCIF Project for the U.S. Department of Commerce in Washington, DC.



The project encompasses specialized construction, and mechanical, electrical, plumbing, structural and security infrastructure services to convert approximately 33,000 square feet. of unconditioned basement space into a consolidated SCIF. The scope includes complete interior renovation to create a secure workspace layout, radio frequency shielded wall and floor assemblies, specialized entry doors, security hardware, and frame assemblies tailored for SCIF compliance. Additionally, the project involves full integration and stubbing of Mechanical, Electrical and Plumbing, Heating, Ventilation and Air Conditioning, lighting, fire alarm, and structured telecommunications cabling, alongside blast window installations meeting specifications under the CSI MasterFormat system, Section 08 81 23 and Section 08 88 53 security glazing requirements, gypsum wall board drywall wall furring/alignment meeting Sound Transmission Class 45 acoustic ratings, demolition, electrical conduit, grounding, emergency lighting photometrics, and overall system integration across affected room elevations.



GSA anticipates award of a contract for these services in Spring of 2027. The overall Period of Performance is estimated to be 475 calendar days from onsite Notice to Proceed to Project Closeout. Estimated magnitude of construction: Between $10,000,000.00 and $25,000,000.00. The applicable NAICS code for this requirement is 236220 (Commercial and Institutional Building Construction) with PSC code Z2AA (Repair or Alteration of Office Buildings). The Small Business Size Standard is $45 million.



All interested parties may submit to the GSA Contracting Officer a written Letter of Interest including a Capability Statement addressing the “Questions” listed below(five single-sided page limit in Portable Document Format). Additional pages will not be considered. All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Government will use this information to assess your firm’s capability to perform this project.



QUESTIONS:


  • Name of your company, Unique Entity ID (SAM), CAGE Code, address, point of contact with phone number and email address.
  • Does your company have an active registration at www.sam.gov?
  • Business size for the assigned NAICS code 236220, located at www.sba.gov. In addition to the size of business, indicate any socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and/or Women-Owned Small Business.
  • Technical Experience and Capability: Demonstration of prior experience on a minimum of two (2) substantially completed projects within the past ten (10) years involving:
    • SCIF construction and ICD 705 compliance in spaces of 15,000 square feet or more, with overall project cost of $10,000,000.00 or more, occurring in a federally occupied facility.
    • Radio frequency shielding installation and testing.
    • Secure telecommunications and blast-resistant window/glazing installations.
    • Work in occupied historic or high-security Federal facilities.

Include customer names, phone numbers, timeliness of performance, and dollar values.


Work performed as a subcontractor is not considered as evidence of capability to succeed as a prime contractor.


  • Provide evidence of your company's bonding capability verifying the ability to bond a single project of a magnitude up to $25,000,000.00. In addition, provide evidence of your company’s aggregate bonding capacity.
  • If your company is/will be part of a joint venture, state the name(s) of the joint venture members and the business size(s) of each.
  • If you are responding to this Notice from outside the geographic location of the work (Washington, DC), please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government.
  • Please provide any other information that you feel is pertinent to the requirement.

Responses to this Request for Information shall be used for planning purposes only and shall not commit GSA to issue a solicitation(s) for this requirement. The Government is not obligated to and will not pay for any information received from the respondents as a result of this market research. It is, however, anticipated that a solicitation or solicitations based on the outcome of this market survey will be published and that a subsequent contract or contracts from the solicitation(s) will be awarded.
