This notice constitutes a request for proposal. The intent of this notice is to notify potential offerors that NAVFAC EURAFSWA is soliciting proposals to award a Firm-Fixed Price (FFP) Construction Contract. The work includes the construction of two (2) buildings containing four (4) classrooms each, one (1) laboratory, and one (1) dry latrine building at the Secondary School in Toucountouna, Benin. The procurement method to be utilized is FAR Part 15 - Contracting by Negotiation using Source Selection procedures. The solicitation utilizes source selection procedures described in FAR 15.101-2 Lowest price technically acceptable source selection, which requires offerors to submit a technical proposal and past performance, as well as a price proposal for evaluation by the Government. The NAICS Code for this procurement is 236220 and the annual size standard is $33,500,000. In accordance with FAR 36.204, the estimated cost of construction is between $250,000 and $500,000. The contractor will be required to complete all works within 450 calendar days after contract award.
