The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Notice (SSN) for Construction Services to execute a Design-Build contract for the Construction of a New Public Water Supply Well project located at CCSFS, Bourne, MA. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The project will be constructed within the extents of CCSFS with most work taking place in an access controlled secure area. CCSFS is an active-duty military installation located in the northwest corner of Joint Base Cape Cod, on Flatrock Hill in Bourne, Massachusetts. The objective of this project is to enhance water security and resiliency at CCSFS by constructing a new water supply well to serve as the primary source for all occupants. There are currently two (2) water supply wells at the installation drilled in overburden near the base of a glacial deposit. The scope includes all work required to turn over a fully functional and Massachusetts Department of Environmental Protection (MassDEP) compliant water supply well to the Government. The project will require the Contractor to be the Designer of Record and complete all compliance tasks in accordance with MassDEP’s New Source Approval Process, MassDEP Drinking Water Regulations 310 CMR 22.00, and MassDEP policies for developing, testing, and design, as applicable, for new public groundwater supply drinking wells. Work for this project will likely include, but not limited to, the following:
- Design services to construct a new water supply well including all civil, survey, site, mechanical, and electrical details for integration into the existing water supply infrastructure.
- Facilitate and coordinate all regulatory compliance actions for MassDEP approval of the new water supply well in accordance with the MassDEP New Source Approval Process as described in the MassDEP Guidelines and Policies for Public Water Systems (as amended).
- Mobilize appropriate equipment and conduct drilling operations to develop a new well that meets project criteria such as a 400-foot depth with a gravel or filter pack design.
- Excavate and install 200 linear feet of new potable water piping from the well head to the existing treatment building and integrate piping with existing distribution headers.
- Install and program a new pump control panel capable of independently controlling and sequencing multiple water supply pumps.
- During construction all facilities will remain occupied, and the Contractor must maintain continuous, safe potable water service to the installation for the duration of the project using the existing drinking water wells.
Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include up to three (3) specific examples of the firm’s experience performing the work requirements stated above, with at least one (1) example of the firm’s experience in Massachusetts following the MassDEP New Source Approval Process such as drilling new public supply gravel-packed wells in deep overburden, prolonged pumping tests, and design and construction of active new groundwater supply water wells that required water treatment (i.e., Secondary Contaminants, organics, etc.). The projects must have been completed within the last seven (7) years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, specifically in Massachusetts, which will be used to support the offeror’s effort, and their experience must also have been performed within the last seven (7) years.
