WSSC Water is a bi-county State agency created under Division II of the Public Utilities Article of the Annotated Code of Maryland. WSSC provides water and wastewater services to customers within Montgomery and Prince George's counties, Maryland. As part of its continuing evaluation of alternative project delivery methods, WSSC is considering whether CMAR may provide an appropriate delivery strategy for certain future capital construction projects. Under a typical CMAR model, the Construction Manager may participate during the design and preconstruction phases by providing constructability reviews, scheduling, estimating, value engineering, procurement planning, risk analysis, and other preconstruction services. The Construction Manager subsequently assumes responsibility for construction, generally subject to an agreed Guaranteed Maximum Price ("GMP"). WSSC is evaluating how such a model could be structured within its applicable statutory and regulatory framework.
