EOC, Strategy Room, and Conference Room Audiovisual Technology Refresh

Cecil County Department of Emergency Services is seeking a contractor for a turnkey modernization of audiovisual systems in the Emergency Operations Center, Strategy Room, and Conference Room. The project aims to replace outdated equipment with reliable, commercial-grade systems that are intuitive for personnel to operate, platform-neutral for videoconferencing, and capable of functioning locally without reliance on the public internet. Key technical requirements include the installation of a commercial-grade direct-view display and integrated tabletop in the Conference Room, the deployment of 12 Cisco Webex cordless phones, and the implementation of a standardized touchscreen control-system interface across all three locations. All systems must be compatible with County network and cybersecurity requirements and be fully documented for future support. The solicitation, RFP 27-023, was released on September 28, 2026, with a response deadline of October 26, 2026. Award will be based on best value, with price proposals evaluated only for the top four highest-scoring technical respondents. Bidders must provide a technical proposal including project understanding and a minimum of five relevant projects completed within the last eight years, along with a separate cost proposal and Maryland business certifications. The contract is structured as a term contract with net 30 payment terms. Contractors are prohibited from subletting more than 50 percent of the work and must adhere to strict sustainability guidelines, including the use of recyclable or biodegradable packaging materials and the prohibition of non-recyclable Styrofoam.
