Construction Manager at Risk (CMAR) Entity for the Airside 2 Wing Expansion Program (BP-00517)

The Greater Orlando Aviation Authority is soliciting a Construction Manager at Risk (CMAR) entity for the Airside 2 Wing Expansion Program at Orlando International Airport. This major capital program, with an estimated total cost ranging from approximately $280 million to $681 million, involves the design and construction of Airside 2 Wing 8. The project scope includes adding up to nine narrowbody-equivalent gates, performing airfield and ramp reconstruction, and implementing aircraft parking and support facility relocations. A primary objective is to maintain uninterrupted airline and passenger operations throughout the construction process. The Authority specifically seeks a national leader with extensive aviation experience and a preference for expertise in modular, prefabricated, and off-site construction strategies to accelerate delivery and minimize operational impacts. The selected CMAR will operate as part of an Integrated Program Team, working under the direction of the Aviation Authority’s Principal Program Manager and must be collocated with the project team near the airport. The contract structure utilizes a Guaranteed Maximum Price (GMP) model, requiring the CMAR to manage construction contingencies, allowances, and detailed baseline schedules. Compliance requirements are extensive, including adherence to Florida General Contractor licensure, Title VI nondiscrimination, ADA standards, and strict small business participation policies regarding LDB/VBE entities. Additionally, the CMAR must maintain robust quality control plans, provide payment and performance bonds, and comply with specific technical standards for telecommunications infrastructure and sensitive security information handling.
