Canada, represented by the Minister of Foreign Affairs, and the Department of Foreign Affairs, Trade and Development (DFATD), is inviting suppliers with experience in the delivery of construction services to submit a Response to qualify for the planned work for the installation of a new Lightning Protection System (LPS) and an upgrade to the existing building grounding at the Chancery (CH) (the “Requirement”). This Invitation to Qualify (ITQ) defines the requirements for the qualification of Respondents for the Requirement. Interested Respondents are required to respond to this ITQ. Based on these Responses, Canada intends to select, in accordance with the terms of this ITQ, the Qualified Respondents to participate in the Request for Proposals (RFP) stage of the solicitation.
The Requirement includes renovation work or upgrade to the existing building grounding at the Chancery (CH). The scope will include the following:
A. Provide (supply, install, connect and test) a complete Lightning Protection System for two (2) buildings and existing steel tower as specified in the Tender Documents.
B. Modify and upgrade existing building grounding system as specified in the Tender Documents.
C. Provide all necessary civil, structural, architectural, landscaping, and electrical materials, testing and installation for the complete provision of the Lightning Protection System and Grounding System modifications.
D. Only proper seals, caulking, fillings, fittings, etc. must be utilized for a correct installation
E. Full testing of all aspects of the work shall be completed by the Contractor, and witnessed by the Canadian Embassy internal team and its representatives. All test methods shall be reviewed and approved by the Canadian Embassy internal team and its representatives and results shall be signed by the Contractor and witnesses and submitted for record. The Contractor shall be responsible to correct any deficiencies in the work and any failed testing at the Contractor’s own expense
F. Understand that any/all work to be performed by the Contractor within certain areas of the CH must be under constant supervision by authorized Mission staff. Scheduling needs to be coordinated in advance to avoid any delays. All workers must be screened through CH security each day of working on site.
G. All finishes must match the existing finishes. The intent by the Canadian Embassy is to maintain a good quality of finishes. The look and feel of the work shall be in accordance to the existing finishes. No finish work shall be accepted by the Canadian Embassy if the quality and Craftsmanship are worse than the existing.
H. It must be the Contractor´s responsibility to ascertain the entire Scope of Work and conditions affecting the work before submission of a bid for this requirement.
Work will be delivered in the Design-Bid-Build methodology. The pre-qualified Respondent(s) will follow the drawings and scope of work that will be outlined in the Stage Two – Request for Proposal.
Respondents must be capable of providing the full range of services required in English or French, and can travel to, and perform the construction works in Havana, Cuba.
