AI Contract Overview
The City of Lincoln's Department of Urban Development is soliciting bids from qualified construction firms for the construction of a new Permanent Supportive Housing Facility located at 810 J Street in Lincoln, Nebraska, with project values estimated between five and fifteen million dollars. The bidding process emphasizes compliance with federal regulations, specifically Section 3 of the Housing and Urban Development Act of 1968, which aims to promote economic opportunities for low- and very-low-income residents. While bidders are not required to be certified Section 3 Business Concerns or employ Section 3 Workers to participate, contractors awarded the contract and their subcontractors will need to identify and report on Section 3 compliance efforts, including employment and hours worked by targeted groups, in addition to existing Davis Bacon wage reporting obligations. The procurement process is governed by detailed instructions for bidders, including procedures for electronic submissions, bid modifications, and adherence to public disclosure laws regarding proprietary information. The contract's scope and requirements are further clarified through multiple addenda and Q&A documents, which address project-specific questions, scope clarifications, and legal or technical details. The project is part of a broader effort to support affordable housing initiatives, with the solicitation deadline set for September 5, 2024, and the primary point of contact being Assistant Purchasing Agent Jessica Mehrhoff. The comprehensive documentation ensures transparency, compliance, and clarity for all participating bidders.
