Pacifico Affordable Housing Development
Solicitation # 20261028031
The City of Davis is soliciting proposals for the Pacifico Affordable Housing Development to develop a 1.53-acre site located in Davis, California. The project scope involves the lease or purchase of the site and the implementation of one of three conceptual designs: rehabilitation using existing floorplans, rehabilitation using existing building envelopes, or complete demolition and new construction. The selected developer must manage the property and ensure it remains an affordable housing site, replacing existing affordable beds in compliance with the Pacifico covenant for very low- or low-income levels. The site is zoned R-3-M for Residential Garden Apartments, with a General Plan designation of Medium High Density Residential permitting 14.00 to 24.99 units per gross acre. Proposals will be evaluated based on the City's sole discretion to determine the most advantageous offer, noting that the lowest cost submission will not necessarily be accepted. Applicants must meet strict minimum qualifications, including specific project experience for the developer, owner, property manager, and resident services provider, with requirements for projects of at least 30 units and specific experience in Northern California. Developers are expected to secure their own financing through state, federal, regional, and private sources, such as LIHTC and AHSC, as the City does not plan to subsidize the property. Submissions must be delivered in two hard copies and on a USB flash drive to the Davis City Manager's Office by 3:30 p.m. on January 15, 2026. The technical proposal must include a signed cover letter, a detailed project vision, and a financing narrative. All proposers must comply with California Labor Code Sections 1720 et seq. regarding prevailing wages and certify that they take no exceptions to the terms of the RFP. The City Council is expected to authorize the execution of a contract in February 2027.

Solicitation # RFP-MIPS-270000000199-1
Mackinac Island Public Schools is soliciting proposals for the construction of a multi-family residential triplex located behind the existing school building. To accommodate the compressed building season and unique logistical requirements of Mackinac Island, the project will utilize prefabricated units or panelized wall systems. The target project start date is December 2026, and all work must comply with the Michigan Building Code. Qualified bidders must be legally licensed in the State of Michigan and provide proof of liability and worker's compensation insurance. University Station Residential ProjectThe University Station Residential Project is a development initiative by the City of Santa Clara and Bixby Land Company to transform a site in Santa Clara, California, by demolishing four office buildings and two parking garages. The project will replace these structures with a new five-story building containing up to 297 multi-family residential units and 111 three-story townhouse units distributed across 26 buildings. A key component of the project involves the annexation of a 0.94-acre parcel from the City of San José to the City of Santa Clara, along with corresponding rezoning to Regional Mixed Use and the approval of a Vesting Tentative Subdivision Map for condominium purposes. The project is subject to extensive environmental oversight under the California Environmental Quality Act, with a Final Environmental Impact Report certified in August 2026. Key regulatory requirements include the implementation of mitigation measures for biological and cultural resources, such as protecting nesting birds and conducting archaeological monitoring with Native American monitors. The project must also adhere to strict standards for floodplain management, stormwater runoff, ADA compliance, and transportation demand management. While the project is listed as a forecast with a posted date of September 25, 2026, it is managed as a land-use and planning effort rather than a federal procurement contract, and as such, it does not contain FAR clauses or federal pricing structures.

Redevelopment of GCTD's Third Street Property
Solicitation # GEN 26-05
The Gold Coast Transit District is soliciting proposals for the redevelopment of its Third Street Property, a 2.93-acre site located at 301 East 3rd Street in Oxnard, California. The agency is seeking a qualified developer to design, construct, manage, and operate a transit-oriented mixed-use or residential multifamily community specifically affordable to lower- and moderate-income households. GCTD intends to retain fee ownership of the land and will enter into a 99-year Ground Lease Agreement with the selected Preferred Developer, preceded by an initial Option Agreement. Proposals must be submitted electronically via the OpenGov portal by January 28, 2027, with the final selection expected by the GCTD Board on March 3, 2027. The project site is a former operations and maintenance facility and requires significant environmental remediation. Comprehensive assessments have identified recognized environmental conditions, including historical bus maintenance impacts, removed underground storage tanks, and the presence of asbestos and lead-based paint. The developer will be responsible for implementing a Remedial Action Plan and a Vapor Intrusion Mitigation System in accordance with Department of Toxic Substances Control guidelines. Additionally, the site is subject to natural hazard disclosures regarding liquefaction and dam failure inundation, and developers must mitigate ammonia release hazards from adjoining properties. Award selection will be based on the proposed project design, the level of housing affordability, the strength of the financial proforma, and the developer's experience with transit-oriented developments. The selected tenant must comply with California Labor Code prevailing wage requirements and non-discrimination laws. Required security includes a performance and payment bond of at least 100 percent of the contract value, as well as comprehensive insurance coverage, including workers compensation with a minimum of 1 million dollars per accident or disease.
