The City of Pontiac invites Certified Community Housing Development Organizations (CHDOs) to submit proposals for the development of two (2) single-family homes utilizing funds from the HOME Investment Partnerships Program. A total of $400,000 in HOME funds is allocated for this project. The selected CHDO will be responsible for all aspects of the project including property acquisition, construction management, and the eventual sale of the homes to income-eligible households in compliance with all HOME program regulations. This includes ensuring that homes are affordable to low-income families and adhering to applicable federal requirements such as Davis-Bacon wage rules, Section 3 employment and contracting provisions, and affirmative marketing practices. As a condition of funding, the selected CHDO must provide a minimum of 25% matching funds—at least $100,000 for this project. Acceptable forms of the match include cash, land, donated materials, or other documented in-kind contributions that directly support the development of the homes. The source, amount, and availability of the match must be clearly documented and included with the proposal submission. Match funds are required to be spent or committed concurrently with or prior to HOME fund drawdowns to ensure project viability. The City reserves the right to review and approve all proposed match sources. Failure to provide the requisite match may result in disqualification or termination of the funding award. This RFP represents an opportunity for eligible CHDOs to contribute to the City's efforts to expand affordable homeownership while meeting rigorous federal funding requirements and community development goals. Failure to provide the required match may result in disqualification from funding consideration or termination of the award. Pontiac faces a critical need for affordable, well-constructed housing that meets HOME program standards. High-quality, strategically located single-family homes can provide long-term housing stability for residents, contribute to neighborhood revitalization, and enhance the City's overall housing stock. This project is particularly important because it will serve as a model for leveraging federal HOME funds to create sustainable, safe, and attractive homes in Pontiac. Key challenges include identifying suitable development sites, adhering to HOME program compliance (including Section 3, Davis-Bacon wage requirements, and affirmative marketing), managing project timelines effectively, and ensuring cost control while maintaining high construction standards. Vendors who can demonstrate innovation in affordable housing development, efficiency in project delivery, and effective community engagement will be well-positioned to "hit it out of the park." The City encourages proposals that not only meet regulatory requirements but also enhance the livability, energy efficiency, and market appeal of the homes. Clear project plans, realistic budgets, proven experience, and strong partnerships with contractors or consultants will be essential for successful project completion.
