CONSTRUCTION PROJECT MANAGEMENT SERVICES FOR THE FRANKLIN COUNTY CAREER AND TECHNICAL EDUCATION AND

Franklin County, Virginia, has issued Request for Proposal 2026-9 #4 to solicit construction project management services for the development of a new Career and Technical Education and Emergency Services Center. The project, which includes all site and building improvements as well as on/offsite infrastructure, has an estimated construction budget between $50 million and $75 million. The selected consultant will act as the Owner's project manager, providing comprehensive agency consultation through both the preconstruction and construction phases. Evaluation of proposals will focus on the qualifications and experience of assigned personnel, the firm's availability to work uninterrupted through project completion, and the provision of four recent educational or governmental client references. Offerors must demonstrate successful completion of similar projects within the last five years and provide a detailed project team organization chart. Compliance with all federal, state, and local laws is required, including strict adherence to non-discrimination and criminal background certification for personnel having direct contact with students. The contract is governed by the laws of the Commonwealth of Virginia, with any litigation to be held in Franklin County.
