Navsup Flc Sigonella Naples Office, under the Department of Defense, issued solicitation N6817122Q0061 for construction site security surveillance services at Naval Support Activity Sigonella in Italy. The primary objective is to implement a turn-key security monitoring program that ensures compliance with ICD 705 and DoD policies for the construction of secure facilities. The contractor is required to provide a Site Security Manager, Construction Surveillance Technicians, and Cleared American Guards to protect the integrity of secure areas, deter the installation of clandestine monitoring devices, and manage the receipt, inventory, and verification of collateral equipment. Due to the sensitive nature of the work, the contract requires a Top Secret facility security clearance and involves access to Restricted Data and National Intelligence Information. The award process utilizes a two-phased evaluation: an initial pass/fail assessment of the facility security clearance, followed by a best-value tradeoff analysis. This analysis prioritizes the technical approach and past performance over price. The procurement process included several amendments to clarify evaluation criteria, address vendor inquiries, and adjust documentation requirements for the technical approach.
