Consultant Selection - Design of Hillcrest & Sutcliffe Rehabilitation

The City of Quinte West is seeking an experienced Consultant Team under solicitation 26-46 to provide preliminary and detailed design services for the rehabilitation of Hillcrest and Sutcliffe. This project is part of the city's annual water and wastewater rehabilitation program and encompasses full street rehabilitation, the installation of a new 150mm PVC watermain with fire hydrant placement, and the replacement and realignment of the sanitary sewer. Key deliverables include a detailed work plan with 30 percent and 60 percent milestone dates, photometric plans, pavement marking plans, and coordination with plumbers for sanitary service realignment. All deliverables must be WCAG 2.0 level AA compliant and adhere to industry standards. The procurement process follows a multi-stage evaluation and negotiation framework, with a submission deadline of September 22, 2026. Proposals are evaluated based on a 70 point non-price rated category covering project understanding, team qualifications, and similar project experience, alongside a 30 point pricing component. The contract is structured as a stipulated lump sum agreement using the ACEC-Ontario / MEA Client/Engineer Agreement for Professional Consulting Services. Selected consultants must maintain commercial general liability and errors and omissions insurance with insurers rated B+ or higher by A.M. Best and must indemnify the city against liabilities arising from their performance.
