Consulting Services for a Solid Waste Rate Study

The City of Folsom is soliciting proposals for a professional consulting services contract to conduct a comprehensive solid waste rate study. The primary objective is to ensure full-cost recovery for the city's solid waste operations and to establish a five-year rate adjustment schedule for residential and business services. The scope of work includes a detailed financial analysis of enterprise funds, a cost-of-service analysis, a nexus study regarding organic waste and food recovery, and the development of a revised vehicle replacement schedule compliant with Advanced Clean Fleets regulations. Additionally, the consultant will provide support for Utility Commission and City Council meetings, conduct community workshops, and develop Prop 218 notices. All final deliverables, including a revenue and expense model in Excel, must comply with WCAG 2.1 AA accessibility standards. The contract is structured on a time-and-materials, not-to-exceed basis with an initial term of one year, expected to run from October 2026 through May 2027. Proposals are due by September 21, 2026, and will be evaluated based on project approach, team qualifications, proposal fees, understanding of requirements, and references. Selected consultants must maintain comprehensive insurance coverage, including general liability, automobile liability, workers' compensation, and professional liability. The agreement is governed by the laws of the State of California, with legal venue in Sacramento County. Invoicing is permitted monthly, provided that charges for June are billed separately from those incurred after June 30th.
