AI Contract Overview
The Broward County Transportation Department is soliciting consulting services to support its Bus Rapid Transit Program, a key component of the Premium Mobility initiative encompassing six corridors totaling approximately 76 miles. Up to three firms will be selected to provide comprehensive professional, technical, and project management expertise across all phases of BRT capital projects, including planning, design, procurement, construction, and implementation. The scope of work requires deep knowledge of FTA Capital Investment Grants, right-of-way acquisition, transit technology systems, construction management, public involvement, rolling stock, and customer-experience-focused service delivery. All services must comply with federal requirements under 49 CFR Part 18, FTA Circular 4220.1F, Buy America provisions, Davis-Bacon Act, Title VI of the Civil Rights Act, ADA, and other federal statutes, with the FTA Master Agreement and Standard Terms and Conditions prevailing in case of conflict. The solicitation is funded through County surtax and is subject to the Florida Consultants’ Competitive Negotiation Act. Proposals must be submitted electronically through the BPRO portal by July 17, 2026, and vendors must secure a submission receipt to confirm receipt. Responses must align with the evaluation criteria and be in non-locked file formats. Awards will be based on a 100-point scoring system prioritizing project approach (33 points), past performance (30 points), professional personnel qualifications and FTA CIG knowledge (25 points), location (5 points), and willingness to meet time and budget constraints (2 points). The contract has an estimated five-year value of $30 million, distributed among the selected consultants. Contractors are subject to stringent conflict-of-interest restrictions: any deliverables generated under this contract disqualify the consultant and its subconsultants from competing for future procurements that directly implement or rely on those deliverables. Vendors must also provide certifications on debarment status, anti-lobbying compliance, anti-human trafficking, Buy America adherence, and litigation history, along with acknowledging all FTA funding supplements and flow-down obligations. Participation in solicitation preparation or bid evaluation automatically disqualifies entities from competing under this contract, and the County reserves the right to evaluate potential conflicts on a case-by-case basis.

Full Description
Solicitation Provisions/Requirements: (Vendor is cautioned that this is a summary only and the full solicitation must be reviewed). - Consultants' Competitive Negotiation Act (CCNA) (Section 287.055, Florida Statutes) - County Surtax Funding - County/State License Requirements - FTA Requirements
Office of Economic and Small Business Development Requirements: Not applicable to this solicitation.
Conflict of Interest: Work performed by the successful Consultant may be incorporated in subsequent procurements by the County for future implementation. To avoid any actual or appearance of conflict, the successful Consultant (and any subconsultants used by Consultant) may not be eligible to compete for such future services for the County (either as prime or subconsultant) to the extent such services result directly from the Consultant’s deliverables, recommendations, or specifications prepared under this solicitation. Services will be deemed to “result directly” if they substantially rely upon or implement the Consultant’s work product. However, this prohibition will not apply to services or any other work unrelated to the scope of services of this solicitation or to subconsultants whose work performed for the Consultant’s team is wholly unrelated to a proposed scope of services in a subsequent procurement incorporating other work performed by the Consultant in this solicitation, or to subconsultants whose services were administrative, clerical, or otherwise wholly unrelated technical support.
The County reserves the right to review for a potential conflict on a case-by-case basis. Conflicts cannot be identified without a specific identified deliverable that will result in a subsequent scope of work. Additionally, a fact specific scenario would need to be evaluated at the time of preparing a prospective solicitation in order to determine if a conflict exists. In accordance with the foregoing, any individual or consultant or subconsultant entity that performed work to develop this solicitation or will perform work to assist in the evaluation of bids received in response to the solicitation, is precluded from performing any services or any other work outlined in this solicitation, either as a prime or subconsultant. This prohibition may also extend to individuals who materially participated in the preparation of deliverables if their participation in a future solicitation would create an appearance of unfair competitive advantage, as determined by the County on a case-by-case basis.
Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the solicitation requirements. All questions or clarification inquiries must be submitted through BPRO by the Questions due date. The County will respond to questions in BPRO (Messages section).
Submittals: Vendor MUST submit its solicitation response electronically through BPRO and receive a Submission Receipt. It is solely the Vendor’s responsibility to ensure its response is submitted and received through BPRO by the closing date and time. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit in advance of the closing date and time. Refer to the Purchasing Division website or contact [contact@example.gov](contact@example.gov) for submittal instructions. In the event that the Vendor is having difficulty submitting a document, immediately notify the Purchasing Agent and then contact [contact@example.gov](contact@example.gov) for technical assistance.
