The contract involves consulting services for the preliminary design of riverbank and roadway works along Rover Avenue in Winnipeg. The scope includes reconstruction of existing asphalt pavement, geotechnical improvements, and slope stabilization. Services must adhere to the City’s Project Management Manual and associated templates, with the consultant expected to apply professional judgment where these guidelines may not align with industry best practices. The project follows definitions and requirements for professional engineering services, with special attention to contract administration as specified in updated sections of the City’s manual. The design work is limited by a budget of $350,000, encompassing all fees and disbursements, and the consultant must identify feasible improvements within this funding. The project requires compliance with multiple City policies and standards including green building initiatives, universal design, transportation planning, tree planting and removal guidelines, accessibility legislation, and the City’s zoning by-law.
