Continuing Architectural/Engineering (A/E) Services - Region 4

The Florida Department of Corrections is soliciting qualified architectural and engineering firms to provide continuing professional services for various projects in Region 4, with a focus on design, pre-construction, and construction phase support for projects where construction costs do not exceed $4 million and professional service fees do not exceed $500,000 per project. Firms must hold a current Florida A/E Professional Registration Certificate in good standing and demonstrate financial capability verified by a Certified Public Accountant, which is a mandatory pass/fail gate contributing 15 points to the evaluation score. The selection process is based on a weighted scoring system evaluating related building experience, on-site and office team staffing, scheduling and cost control, information systems, and financial capability, with optional presentations further assessed on project staff qualifications, methodology, scheduling, local conditions knowledge, references, cost control, and insurance. Submission requires a signed letter of interest, five paper copies of attachments, and a searchable, unpassworded PDF on CD or flash drive, delivered by mail, courier, or hand delivery to Tallahassee by 3:00 p.m. ET on July 20, 2026; electronic or fax submissions are prohibited. Contractors must comply with state and federal confidentiality laws, maintain the privacy of Department personnel information, adhere to ADA and OSHA standards, and ensure all data remains within the United States. They must also provide a letter of commitment for a $500,000 performance and labor/materials payment bond throughout the contract term, including renewals, and maintain comprehensive insurance including workers’ compensation, general liability, and property damage coverage. All deliverables, records, and documents must be retained per the GS1-SL record schedule, made available to the Department within two business days upon request, and transferred at no cost upon contract completion. Contractors are prohibited from disclosing exempt public records and must allow public access under Chapter 119, F.S., with non-compliance permitting unilateral contract cancellation. Vendor certifications regarding E-Verify registration, non-collusion, foreign country of concern, forced labor, and scrutiny of prohibited companies are mandatory, with additional requirements for vendors exceeding $1 million in contract value. Firms must submit organizational charts and resumes for key personnel including the project manager, and all contracts involve purchasing from PRI enterprises as mandated under Chapter 946, F.S.
