Contract 2026-1 – WWTP Basin Cleaning - Re-Bid

Sealed proposals for Contract 2026-1 – WWTP Basin Cleaning must be submitted electronically through the PennBID portal by 10:00 A.M. prevailing time on July 14, 2026, for the cleaning and sludge removal of the East and West oxidation ditch basins and the influent box at the Borough of Ellwood City Wastewater Treatment Plant in Wayne Township, Lawrence County, Pennsylvania. The contract is a unit price agreement with estimated quantities provided for bid comparison, and work must commence upon receipt of the Notice to Proceed, with substantial completion required within sixty calendar days and final completion within ninety calendar days. A bid bond equal to at least ten percent of the bid total must accompany each submission, and all bids are irrevocable for sixty days following the bid opening. Bidders are required to have examined the contract documents, including specifications, drawings, and supplementary conditions, and are strongly encouraged to conduct a site visit with the WWTP Operator to assess conditions. Failure to attend a mandatory pre-bid meeting will result in disqualification, and bidders must submit a non-collusion affidavit and comply with Act 127 of 2012. Pennsylvania prevailing wages are not required, but adherence to all federal, state, and local regulations, including ADAAG and OSHA standards, is mandatory. The contract includes provisions for liquidated damages of five hundred dollars per calendar day for delays beyond specified milestones. Contractors must provide performance and payment bonds issued by sureties authorized in Pennsylvania and listed in the U.S. Treasury’s Circular 570, along with certificates of insurance naming the Borough and the Engineer as additional insureds. Progress payments are subject to a ten percent retainage and are based on completed units or percentage of work verified by the Engineer, with no payments allowed for stored materials. Final payment requires completion of all corrections, submission of maintenance instructions, guarantees, and bonds, and formal acceptance by the Engineer. The Borough reserves the right to waive irregularities, accept any bid or combination of bids, or reject all proposals in the best interest of the project. All contract administration will be managed by Michael Baker International, and bidders must furnish additional documentation, including subcontractor lists and experience statements, if requested post-bid.
