Meat and Protein Products SupplyThe contract encompasses the supply and delivery of fresh and frozen meat, poultry, and other protein sources to support meal programs within hospitals under the Western Regional Health Authority in Jamaica. The procurement is classified as a subcontract under NAICS code 424450, which corresponds to wholesale trade of meat and meat products, indicating the involvement of a distributor or intermediary rather than direct manufacturer supply. The agreement requires consistent, high-quality protein deliveries that meet strict food safety and nutritional standards necessary for institutional healthcare dining services. All deliveries must be timely and reliably coordinated to ensure uninterrupted meal service across hospital facilities, with an emphasis on freshness, proper temperature control, and adherence to dietary guidelines for patient care. The contract was posted on July 22, 2026, and is managed through the Government of Jamaica’s electronic procurement system, with the official portal accessible via the provided UI link. While specific performance locations and point of contact details are not provided, the scope implies nationwide coordination within the Western Region, requiring the vendor to maintain adequate logistics and inventory systems. The absence of a set-aside designation suggests this opportunity is open to all eligible suppliers, and bidders must demonstrate capacity to handle bulk orders, comply with health regulations, and maintain consistent quality across diverse protein offerings including beef, pork, chicken, fish, and alternative sources as needed for hospital menus.

The State of Utah, through the Division of Purchasing and General Services, intends to award Amendment 1 to Contract 256157 on a sole-source basis to QIAGEN LLC for the QIAsprint Connect system and a three-year service plan, with a proposed contract total of $258,984.35. This non-competitive award is justified under the Utah Procurement Code due to the exclusive proprietary technology held by QIAGEN, which renders the system irreplaceable without incurring significant transitional costs or operational disruption. The procurement bypasses standard competitive procedures because only QIAGEN can provide the required hardware and consumables, and switching vendors would compromise system integration, continuity, and compliance with established workflows within the Utah Department of Health and Human Services. The amendment adds funding for the system and service plan, with delivery and performance set to occur in Utah under FOB Destination, Prepaid and Added to Invoice terms, meaning QIAGEN bears all shipping costs and risks until delivery. The contract includes special requirements such as compliance with Utah’s anti-boycott statute, export control regulations prohibiting re-export to sanctioned countries, and documentation of transitional cost justification under state law. No competitive evaluation factors, federal FAR clauses, military packaging standards, or detailed inspection criteria are applicable, as the award relies entirely on statutory exemptions. The contract period of performance is not explicitly defined but is tied to the three-year service agreement, with potential renewal options anticipated but unspecified. Payment terms are net 30 days to QIAGEN’s Maryland remittance address, and proposals must be submitted electronically through Utah’s procurement portal by August 3, 2026, with supporting documentation including cost-benefit analysis and evidence of vendor exclusivity.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS
The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that:
- there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
