The contract involves an increase to the existing ceiling of the Simplified Acquisition for Base Engineering Requirements (SABER) contract at Bolling Air Force Base, Washington, DC. Originally competitively awarded in 2003 to the Donley-Kirlin Joint Venture as an Indefinite Delivery/Indefinite Quantity firm-fixed price contract, the contract included a base year and four option years, with a not-to-exceed value of $25 million. Due to unforeseen demands stemming from the 2005 Base Realignment and Closure (BRAC) initiative and ongoing support needs for the 11th Civil Engineering Squadron and Air Force District of Washington projects, the Air Force seeks to increase the contract ceiling by $6 million to a total of $31 million. This increase will ensure uninterrupted engineering support through the contract’s expiration in September 2008 and until a new joint SABER contract for Bolling and Andrews Air Force Bases is awarded. The intent is to negotiate the ceiling increase on a sole source basis, citing the incumbent contractor as the only qualified source capable of continuing performance efficiently and effectively. This contract adjustment is in accordance with relevant federal acquisition regulations and is not a new solicitation or market research effort. All work under the ceiling increase falls within the original scope and Statement of Work. Primary performance location remains Bolling AFB, with contracting activities managed by the 11th Contracting Squadron. The points of contact available for further information are the Contract Specialist John D. Hill and the Contracting Officer William H. Davis, both located at Bolling AFB.

General Info

SUBJECT: Z---CONTRACT CEILING INCREASE SIMPLIFIED ACQUISITION FOR BASE ENGINEERING REQUIREMENTS (SABER) Bolling AFB, Washington, DC 20332 CONTRACT: F49642-03-D-0010 POC: WILLIAM H. DAVIS, PH: (202) 767-7872 DESC: NOTICE OF CONTRACT ACTION: The purpose of this synopsis is to announce the intent of the Air Force to negotiate, on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, an increase in the contract ceiling and amount of the SIMPLIFIED ACQUISITION FOR BASE ENGINEERING REQUIREMENTS (SABER) contract F49642-03-0010 located at Bolling AFB, Washington, DC. This notice of intent is not a request for competitive proposals, nor is it to be construed as market research; however, it is issued to mitigate unacceptable delays to agency's requirements. No solicitation package will be issued or accepted. The current contract for which this notice is issued, is an Indefinite Delivery/Indefinite Quantity firm-fixed price contract that was competitively awarded in September 2003. Accordingly, the action herein stated will increase the ceiling by $6 million, effectively changing the Not-To- Exceed contract value from $25 million to $31 million. This contract was awarded with a one year base period and four one-year option periods. This contract will expire on 4 Sept 2008; however, it is necessary to extend the contract and increase the ceiling to provide SABER support to the 11th Civil Engineering Squadron for end of year requirements and Air Force District of Washington's National Capitol Region relocation projects resulting from the 2005 Base Realignment and Closure initiative (BRAC). The BRAC initiative was not known at the time of the solicitation and award, and therefore has placed an extraordinary strain on this SABER contract from FY 2006 to present. Increasing the ceiling to $31 million will provide continued and seamless support of critical on-going and future projects at Bolling AFB, thereby supporting our customer's requirements until the recently solicited Bolling/Andrews AFB joint SABER Contract is awarded. All work to be performed under this contract ceiling increase has been determined to be in scope and in accordance with the original contract Statement of Work. The contractor is Donley-Kirlin Joint Venture, the awardee of this current contract solicited and awarded under competitive guidelines in 2003. The incumbent contractor is the only source available with the expertise to allow for effective and efficient continuation of effort pending award of the competitive follow-on contract. Any questions regarding the above requirements should be submitted in writing via fax or email to the Points of Contact listed below. Place of Performance: Address: Primary Place of performance is Bolling Air Force Base, Washington, DC 20032 Contracting Office Address: 11th CONS/LGCF, 20 MacDill Blvd Rm. 207, Bolling AFB, DC 20032 Point of Contact(s): JOHN D. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
