The SPAWAR Systems Center San Diego plans to execute a sole-source contract modification with Anteon Corporation, based in Fairfax, Virginia, extending the current contract N66001-97-D-0006 by an additional year through August 2, 2003. This extension will enable continued upgrades to the Submarine Low Frequency/Very Low Frequency VMEbus Receiver (SLVR) under the existing contract ceiling. The modification is justified under FAR 6.302-1 as a sole-source procurement to avoid duplication of cost and time since developing the required technical capabilities within another contractor's workforce would result in substantial expense that is unlikely to be offset by competition, along with unacceptable delays in project timelines. This contract action is not a request for proposal and no solicitation is being issued. The strategic and tactical submarine communications programs involved remain under the Department of Defense’s NIWC Pacific office in San Diego. Questions related to this sole-source modification can be directed to Michael T. Valdez. Notably, there is no plan for a competitive follow-on acquisition, emphasizing the specialized expertise and continuity required for this technical upgrade.
