The Marine Corps Systems Command requires twenty-three ACU-1000 Modular Interconnect Systems to enhance telecommunications interoperability among agencies using diverse radio systems operating across different frequency bands. The ACU-1000 serves as a communications switch that integrates various wireless communication systems by using the audio from one system as the source for multiple transmitters of different technologies. Its modular design allows it to interface with a wide range of equipment, including HF, Land Mobile Radio, Military, and SATCOM systems, providing extensive interoperability capabilities. This system uniquely enables real-time connection of twelve or more previously incompatible communication systems, making it essential for complex interoperability needs. This procurement is a sole source negotiation with JPS Communications, Inc., the sole designer and manufacturer of the ACU-1000. Due to their exclusive technical expertise and corporate knowledge of this unique interconnect system, the Marine Corps has determined JPS Communications to be the only vendor capable of fulfilling this requirement. The contract supports the Department of Defense’s efforts to improve communication efficiency among disparate radio technologies to enhance operational effectiveness. The contracting office is located in Quantico, VA, and the point of contact for further information is a dedicated contract specialist.

Full Description

The Marine Corps Systems Command (MARCORSYSCOM) has a requirement for twenty-three (23) ACU-1000 Modular Interconnect Systems to support telecommunications interoperability among agencies that have differing radio systems operating in different radio frequency bands. The ACU-1000 is a communications switch that allows wireless communication systems to be combined at the audio base-band by using the received audio from one system as the source audio for one or more transmitters of differing technologies. The ACU-1000 modular interface/interconnect system can be configured to meet almost any interface application involving telephones and radios. The system is suitable for HF, Land Mobile Radio, Military, and SATCOM systems and offers essentially unlimited applications for interoperability. This procurement will be negotiated on a sole source basis with JPS Communications, Inc., Raleigh, NC. JPS Communications, Inc. is the sole designer, developer, and producer of the ACU-1000 Modular Interconnect System. As such, they alone possess the requisite corporate knowledge and technical expertise necessary to satisfy the Marine Corps requirement. This equipment is unique in that it is the only interconnect system that has the capability of allowing twelve or more previously incompatible communication systems to be directly connected providing real time interoperability. See Numbered Note 22.

Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration
Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration. The primary objective is to secure skilled, professional IT touch-labor services under a Government-Owned, Government-Operated, Contractor-Supported (GOGOCS) model. While the focus remains on providing DCWF-certified personnel, the government is seeking innovative ways to integrate AI and automation as embedded components of the service delivery model to increase operational efficiency and reduce manual labor costs over time. The government is specifically exploring service-based ordering models, such as procuring hours of service or specific outcomes rather than individual labor categories. For pricing purposes, any contractor-provided proprietary tooling costs must be included within fully burdened labor rates, as this is a services acquisition. Interested respondents must submit a capabilities narrative limited to five pages, a vendor comment matrix in Excel format with a 300-word limit per cell, and optional supplementary materials not exceeding fifteen pages. The current response deadline is November 3, 2026, at 1:00 P.M.
