The Department of the Interior’s Minerals Management Service plans to award a firm-fixed price, sole source contract to VISICU, Inc. to support a critical care telemedicine consultation project linking Fort Belvoir with Walter Reed Army Medical Center. This initiative aims to transmit real-time physiological data from Fort Belvoir to Walter Reed, enabling board-certified intensivists to provide consultative support to critically ill patients remotely. The equipment requested will interface seamlessly with existing telemedicine technology at Walter Reed, and VISICU is uniquely qualified, offering proprietary equipment, software, and expertise necessary for the project's success. The project addresses a crucial need to enhance care at smaller military treatment facilities lacking specialized intensivists, ultimately benefiting military personnel, dependents, and retirees. The contract is being issued under the Department of the Interior's franchise authority for Walter Reed, following FAR 13.5 guidelines for commercial items, and is not open for competitive bidding. The contract performance period extends from May 1, 2002, through January 31, 2003. Questions regarding the contract must be faxed to the Department of the Interior’s designated contact, with no phone, email, or telephonic inquiries accepted due to federal restrictions. While the government will consider any information received within five days of the notice, the decision not to compete the contract remains at the government’s discretion.
