The Navy is initiating the acquisition of the Joint Tactical Radio System, Maritime and Fixed Station (JTRS-M/F) Cluster, which aims to procure wideband, multi-band (2 MHz to 2 GHz), multi-mode, software reprogrammable radios designed to meet maritime and fixed site tactical communication needs both currently and in the future. The system will include the Joint Tactical Radio Set and the Automated RF Distribution System (ARDS-M), which facilitates transmit and receive distribution functions between the JTRS-M/F radios and antennas on naval platforms, handling frequencies from 2 MHz to 2 GHz. ARDS-M will encompass components such as automated RF switches, cosite mitigation devices, power amplifiers, and couplers. Required waveforms will be provided as government-furnished information by the Joint Program Office and then integrated by the vendor. The Space and Naval Warfare Systems Command (SPAWAR), specifically the Advanced Automated Tactical Communications Program Office (PMW 179), plans to issue a request for proposals (RFP) by the fourth quarter of fiscal year 2003, with contract awards expected by the second quarter of fiscal year 2004. To foster collaboration and information sharing prior to solicitation, an Industry Day event was scheduled for January 8, 2002, in San Diego, CA, inviting government and industry representatives to receive detailed briefings, engage in Q&A sessions, and prepare for the upcoming procurement. Interested parties were required to preregister, and the government encouraged submission of questions in advance to facilitate productive discussions. This contract effort represents a critical step in enhancing the Navy’s maritime and fixed-site communication capabilities through advanced, interoperable, and adaptable radio systems.

SUBJECT: JOINT TACTICAL RADIO SYSTEM, MARITIME AND FIXED STATION (JTRS-M/F) -- NOTICE OF INDUSTRY DAY DESC: The Navy has set forth a Joint Tactical Radio System, Maritime and Fixed Station (JTRS-M/F) Cluster. The objective of the JTRS-M/F Cluster acquisition is to acquire wideband multi-band (2 Megahertz (MHz) to 2 Gigahertz (GHz)), multi-mode, software reprogrammable JTRS equipment to satisfy Maritime and Fixed Site tactical communications requirements to meet current, projected or future communications requirements. The Navy is envisioning JTRS-M/F as a system consisting of the Joint Tactical Radio Set as well as the components that make up the Automated RF Distribution System (ARDS-M). ARDS-M, as ancillary equipment to JTRS-M/F, will provide for all transmit and receive distribution functions between JTRS-M/F and the antennas on Naval platforms as required for communication systems operating between 2 MHz and 2 GHz and will be controlled by JTRS-M/F. Notionally, ARDS-M will consist of automated RF (Low and High Power) switches, cosite mitigation, power amplifiers/power banks, couplers and multi-couplers. The JTRS-M/F and ARDS-M performance specification will identify the required function and performance characteristics as derived from the JTRS ORD. All required waveforms will be provided by the JTRS Joint Program Office (JPO) as GFI and ported to the JTRS-M/F radio by the vendor. The Space and Naval Warfare Systems Command, Advance Automated Tactical Communications Program Office, PMW 179, 4301 Pacific Highway, San Diego, CA 92110-3127 intends to solicit for an award of one or more contracts, and is seeking potential sources to supply the Navy with a JTRS-M/F and a ARDS-M. The government is projecting RFP release 4th quarter FY03 and potential contract award 2nd quarter FY04. This CBD announcement is to invite potential offerors to attend a JTRS-M/F and ARDS-M Industry Day on Tuesday, 08 January 2002 at Booz-Allen & Hamilton, Inc., San Diego, CA, hosted by Space and Naval Warfare Systems Center, PM Automated Advanced Tactical Communications System (AATCS) (SPAWAR PMW 179). The purpose of the forum is to present an informational briefing on the upcoming JTRS-M/F Cluster solicitation and will run from 8:30 AM - 4:00 PM. The meeting will begin at 9:00 a.m., with registration from 8:30 a.m. to 9:00 a.m. This will be the first in a series of Government/Industry interchanges leading up to the JTRS-M/F RFP. This event is open to appropriate Government and industry personnel. The forum will consist of morning and afternoon sessions. The sessions will consist of a Government briefing and question and answer period. Pre-registration for Industry Day is required. Please register by calling Mark Lopez, JTRS-M/F, at +1 (555) 000-0000. In order to maximize efficient use of forum time, participants may submit questions in advance to both contact@example.gov and contact@example.gov. To promote an open exchange of ideas and concerns, anonymity of question submitters will be maintained, if requested. Questions will also be accepted the day of the forum.
