The Minnesota State Colleges and Universities System is soliciting proposals to establish a master contract for guided written content development services. This on-demand agreement, intended to run for five years from July 1, 2027, through June 30, 2032, will allow the system office to engage qualified individuals or companies for writing, editorial, and strategic planning services on a task-order or purchase-order basis. The scope of work includes the creation of diverse content such as web copy, press releases, social media posts, annual reports, and multimedia scripts, as well as copyediting and proofreading of staff-produced materials. All deliverables must adhere to Minnesota State brand standards, accessibility requirements, and established style guides, including AP and Chicago Manual of Style, while maintaining strict compliance with the Family Educational Rights and Privacy Act (FERPA). Proposals are due by December 2, 2026, and must be submitted electronically through the Minnesota State procurement system. Evaluation is conducted by a committee representing Procurement and Contracts, Educational Development and Technology, and Academic and Student Affairs, who will assess candidates based on their qualifications, work samples, and a detailed rate structure covering hourly and project-based pricing. Minnesota State reserves the right to make multiple awards to ensure the best interest of the system. Selected respondents will work directly with Academic and Student Affairs staff, with payment terms set at Net 30. Shortlisted finalists may be required to participate in interviews, portfolio reviews, or presentations to validate their expertise.

This contract provides an opportunity for Pearland Independent School District to establish a pool of qualified vendors for Fine Arts Contracted Services through an all-award bid process. Vendors who meet the bid requirements and submit complete documentation, including pricing and service details, will be considered awarded, although this does not guarantee business. The purpose is to ensure that if the district requires such services in the future, pre-qualified vendors are readily available for engagement. This supplemental bid is distinct from previous awards under Bid 24-0627-14 and Bid 25-0313-2, and vendors already awarded under those do not need to respond. The agreement is set to commence on November 11, 2025, and will run through August 30, 2028, with the possibility of renewal for up to two additional years in one-year increments, potentially extending the total duration to five years. Questions regarding the bid must be submitted through the Pearland ISD eBid System by October 1, 2025, with responses posted publicly within the system. The contract's estimated value ranges from $500,000 to $2,000,000, and the services are classified under NAICS code 711510, indicating arts, entertainment, and recreation services. The primary contact for this solicitation is JaNice Lockett, reachable via email or phone, and further details can be accessed through the district’s online bidding portal.

Bid Notes: This is a supplemental bid opportunity to obtain contracted services from non-awarded vendors. If you are already awarded under Bid 24-0627-14 or Bid #25-0313-2, you do not need to respond to this solicitation.
This bid is an “all award” bid for Fine Arts Contracted Services, approving all vendors which comply and respond with all required bid documents and information. Pricing, along with a list of goods or services offered must be supplied and any required documentation not uploaded could result in vendor not being awarded. Being awarded for this bid does not guarantee business to vendors but makes vendors awarded with the district so that if the need arises, and we need to utilize services that a vendor offers, the vendor will already be awarded.
Questions: Please submit questions through the Pearland ISD eBid System by October 1, 2025. Pearland ISD will not answer verbal questions or those submitted through any means other than the Pearland ISD eBid System; any responses to a prospective Vendor’s questions will be posted within the Pearland ISD eBid System.
Term: The initial term of this Agreement is November 11, 2025 through August 30, 2028, with Pearland ISD having the option to renew the Agreement for up to two (2) additional years in one (1) year increments, at Pearland ISD’s sole discretion. Consequently, the total term of the Agreement may be for a period of five (5) years.
