AI Contract Overview
The Texas City Independent School District (TCISD) is seeking proposals under solicitation RFP 34-05S for contracted services specifically tailored to support special education programs. Proposals must comply with detailed specifications and include required documentation such as affidavits of compliance, lists of references, subcontractors, and work authorization affidavits. The solicitation emphasizes adherence to general and standard terms and conditions, including non-discrimination policies and provisions for accommodations under the Americans with Disabilities Act. Submission of proposals is preferred via an online portal, though sealed hard copies are accepted if delivered by the deadline of May 31, 2026, with no late or faxed submissions considered. The district reserves broad discretionary authority to accept, reject, or postpone proposals, and to waive minor irregularities in bid submissions. No formal federal acquisition regulation clauses or standardized contract line items are included, as this represents a local school district procurement rather than a federal contract. Contract administration data such as invoicing procedures and designated contracting officers are not formally identified, though procurement contact is provided through the Director of Purchasing. Bid submissions must include performance and payment bonds for amounts over $50,000 and comply with prevailing wage requirements for contracts exceeding $75,000. While no specific evaluation criteria or weighting is disclosed, proposals will be evaluated by the district. The place of performance for the special education services is at the district’s Texas City location. Overall, the solicitation outlines standard public sector procurement protocols with emphasis on compliance documentation, nondiscrimination, and adherence to the bid submission process within the stated timeline.
