AI Contract Overview
The contract pertains to the procurement of 10 sealed lead-acid batteries with a Type I shelf life of 24 months, identified by NSN 0001S00000053, under solicitation SPE7LX-26-T-0838. Delivery is required within 244 days after award, and the solicitation is a total small business set-aside under NAICS code 335910, with responses due by August 17, 2026. The batteries must comply with strict technical and quality requirements referenced from the DLA Master List, including sampling protocols per MIL-STD-1916 or equivalent zero-based plans, with critical, major, and minor attributes assigned verification levels or AQLs of VII/0.1, IV/1.0, and II/4.0 respectively. All items must be marked per physical identification requirements, and the referenced source-controlled drawing limits approved sources unless additional approved suppliers are listed. Configuration changes require formal engineering change proposals, and any deviation or waiver must be formally requested. The contract imposes cybersecurity obligations requiring the vendor to be a CMMC Level 2 Certified Third-Party Assessment Organization, and technical data associated with the batteries is subject to export controls under ITAR or EAR, prohibiting unauthorized disclosure to foreign persons even within the United States. Compliance with DFARS 252.225-7048 is mandatory, and only contractors with an approved US/Canada Joint Certification Program status, completed DOD export-controlled data training, and DLA authorization may access controlled technical data. Hazardous material communication standards apply, and government identification must be removed from non-accepted supplies. The point of contact for inquiries is Kalyn Danneberger of the Department of Defense’s Strategic Acquisition Program Directorate, and performance is to occur in Albany, Georgia.
