The Toronto Police Service (TPS) has issued a Request for Pre-Qualification (RFPQ) to identify and pre-qualify contractors eligible to provide services for small interior renovations, construction fit-up projects, and minor interior or exterior maintenance at existing facilities. This includes tasks such as demolition, new partition construction, plumbing, HVAC modifications, painting, millwork, doors and frames installation, and glazing, to be carried out on an as-needed basis through either rotational assignments or future procurements. Prospective proponents must submit their proposals electronically via the MERX Electronic Bid Submission System by the specified deadline, ensuring all mandatory technical forms and declarations are completed and pricing is submitted separately as per the instructions. Only the top three proponents who meet a minimum technical score of 70% and satisfy all mandatory requirements will be eligible for inclusion on the prequalification list, which remains valid for three years. TPS reserves the right to issue work assignments to prequalified contractors but does not guarantee exclusivity or immediate contract awards. Furthermore, the contract may be piggybacked by other publicly funded organizations and purchasing groups, allowing them to access awarded services under similar terms and conditions. TPS also maintains the right to terminate agreements for cause without notice. The full tender and detailed submission requirements are available through MERX, with the process overseen by the Contracting Authority, Tamara Solsona.
