Contracts Lifecycle Management System

The County of Shasta, through its Department of Support Services, is soliciting proposals for a customizable, cloud-based Contracts Lifecycle Management System (CLMS) to automate and streamline contract processes across 18 county departments. The system is intended to replace manual workflows with features including electronic signatures, version control, audit trails, mobile access, and document storage. Mandatory technical requirements include integration with Microsoft Word, Azure, and single-sign-on, as well as compatibility with the County's OneSolution financial system. The selected consultant will be responsible for data migration of legacy contracts, providing training, and ensuring ongoing U.S.-based technical support and maintenance. The procurement process follows a best-value trade-off approach conducted in two phases. Phase One evaluates specifications, implementation timelines, and pricing, with a minimum score of 70 percent required to advance. Phase Two consists of a system demonstration focusing on effectiveness, functionality, ease of use, and responsiveness. The resulting contract will be based on a Standard Personal Services Agreement with an initial three-year term and an optional two-year extension. Awardees must maintain significant insurance coverages, including $2 million per occurrence for Commercial General Liability, Professional Errors and Omissions, and Cyber and Privacy Liability.
