The contract, funded by the Biosecurity Act 231, SLH 2024, allocates approximately $1.1 million in general funds for the control and mitigation of the Coconut Rhinoceros Beetle (CRB) across Hawaii for the fiscal year from July 1, 2024, to June 30, 2025. The Hawaii Department of Agriculture (HDOA) is seeking proposals from licensed specialty contractors (category C-27(b)) registered in Hawaii, with experience in coconut tree trimming, removal, hauling, and disposal, particularly on public lands across O’ahu, Hawai’i, Maui, and Kaua’i Counties. The project aims to address CRB infestations by removing infested coconut trees and educating local communities on identifying and preventing CRB breeding sites, with specific emphasis on outreach in Maui and Kaua’i counties. Four awards are planned, with funding distributed as $600,000 for O’ahu, $300,000 for Hawai’i County, and $100,000 each for Maui and Kaua’i Counties. Proposals from contractors should demonstrate relevant experience, especially with public land projects, and may include separate submissions for each county where work is proposed. Contractors without a C-27(b) license must specify how the work will be performed in compliance with applicable laws, possibly through subcontractors. The solicitation emphasizes the importance of local landscape experience and encourages eligible Hawaii-registered contractors to participate. The deadline for responses is November 21, 2024, and inquiries can be directed to Greg Takeshima at the Hawaii Department of Agriculture.

Full Description

The Biosecurity Act 231, SLH 2024, appropriated funds for the fiscal year beginning July 1, 2024, and ending June 30, 2025, that included funds to control and mitigate the spread of the CRB statewide. RFP 25-01-PI requests proposals from licensed contractors in specialty contractor category C-27(b) registered to do business in the State, that have experience with the trimming, removal, hauling, and proper disposing of coconut trees on O’ahu, Hawai’i, Maui and Kaua’i Counties. For the counties of Oahu and Hawaii, the purpose of this RFP 25-01-PI is to obtain the services of a vendor to trim, remove, haul, and dispose of coconut tree branches and leaves on coconut trees identified by HDOA on public lands. For the counties of Maui and Kauai, the purpose of this RFP 25-01-PI is primarily to conduct outreach to the landscape industry and other communities informing, educating, and instructing people and groups on how to identify CRB damage and infestations, and the appropriate actions to prevent and remove CRB breeding sites, with a secondary ability to trim, remove, haul, and dispose of coconut tree branches and leaves on coconut trees identified by HDOA on public lands. Refer to the Objectives and Measurable Outcomes section for the form for submitting a proposal for each county. Priority will be given to eligible contractors that have experience with tree trimming, tree removal, hauling and proper disposal of coconut trees on public lands. Landscape experience in the county will be considered in the evaluation of the proposals. To achieve this goal, the HDOA announces the availability of approximately $1,100,000 in general funds for these Biosecurity Projects. There will be four awards -- $600,000 for O’ahu, $300,000 for Hawai’i County, $100,000 for Maui County and $100,000 for Kaua’i County. Proposals are encouraged from eligible Hawaii-registered licensed contractors (specialty licensed contractor category C-27(b)) certified to perform tree trimming and/or tree removal, hauling and disposal of coconut trees on public lands. If not from a person or entity with employees with a C-27(b) specialty license, the proposal should describe how the work will be done in conformance with local, state, and federal law (e.g., an identified subcontractor with a C-27(b) specialty license). Offerors may submit a separate proposal for each county where they have a presence and perform work in the county.
