All contractual documents are deemed issued upon electronic transmission or mailing, and award will be based on compliance with solicitation requirements unless exceptions are explicitly noted in quotes submitted via EDI. The item must adhere strictly to MIL-STD-130 Rev N marking standards and be manufactured under the specified Cage Code 0E3P8 and reference number AY-0601-050. Any design, material, or part number changes require prior written approval from the NAVICP-MECH Contracting Officer, with specific code classifications detailing the nature of modifications, and substitutions must be accompanied by technical documentation and justification. The contractor is fully responsible for quality assurance and inspection, maintaining comprehensive records for 365 days post-delivery, and must ensure all deliverables meet contractual specifications without reliance on sampling to justify defective goods. Packaging must comply with MIL-STD-2073 as referenced in the schedule, and performance must occur at the designated facility unless a formal, written request for a production change is submitted and approved, which requires a $250 administrative credit to the government. Vendors must disclose if they are not the original equipment manufacturer by providing the OEM's CAGE code and part number. Electronic submission of invoices and receiving reports via the PIEE-WAWF system is mandatory, and contractors are required to register for Electronic Document Access (EDA) on the PIEE portal to monitor orders and modifications. Compliance with security and small business program regulations is enforced, including the mandatory use of Workflow Pro and adherence to National Defense Priority Ratings. Distribution of technical data is restricted per OPNAVINST 5510.1, with specific distribution statements controlling access. Only authorized distributors may be considered for award, requiring formal proof of authorization from the original manufacturer.
