CONTROL, HEMOGLOBIN

The contract pertains to the procurement of Hemoglobin Control Solution, specifically HEMOTROL DUO NORMAL, a matrix-based purified hemolysate optimized for use with the Hemocue HB 301 and HB 801 systems, delivered in boxed units containing two 1 mL vials each. A total of six boxes are required under contract SPE2DS-26-T-060C, with delivery to the USS THEODORE ROOSEVELT (CVN 71), FPO AP 96632, within 20 days after award. The item is classified as a Type I (Code M) medical supply with a strict 24-month shelf life that is non-extendable, and no more than three months may have elapsed from the date of manufacture to the date of government delivery. Storage must be maintained at 2 to 8°C (36 to 46°F) throughout transportation and storage. All labeling must include the date of manufacture, expiration or retest date, and the contract and lot number, and must conform to the latest revision of Medical Marking Standard No. 1 (MMS No. 1), which supersedes MIL-STD-129. Packaging must be commercial, sealed, and robust enough to prevent damage, with exterior shipping containers suitable for common carrier transport at the lowest rate, and palletization must comply with DLA Packaging Requirements for Procurement (RP001). The product is subject to DLA’s Master List of Technical and Quality Requirements, and hazardous material labeling regulations under 29 CFR 1910.1200 apply, requiring submission of Material Safety Data Sheets prior to award. Ocean transport must use U.S.-flag vessels unless a waiver is obtained, and all deliveries are FOB destination. Acceptance occurs at the point of delivery, with the government responsible for inspection. Compliance with FAR and DFARS clauses is mandatory, including safeguarding covered defense information under 252.204-7012 and reporting cyber incidents. All offerors must possess a valid UEI and CAGE code, and socioeconomic status must be accurately represented in SAM. Electronic proposals must be submitted through the DIBBS portal by the deadline of May 18, 2026.
