AI Contract Overview
The contract entails the preparation and painting of specific steel equipment within the gate chamber at Colebrook River Lake in Colebrook, Connecticut, including bonnets, hydraulic piping, hydraulic cylinders, plumbing associated with two sump pumps, conduit pressure balancing pipe, vertical float well pipe, air shafts, and a spiral staircase, with the entire staircase—both inside and outside the chamber—required to be painted. Existing paint on these items is partially failed with peeling, blistering, and rust present, necessitating full surface preparation and recoating in accordance with Specification Section 09 97 02 PAINTING and other applicable standards such as EM 385-1-1, OSHA regulations, and EPA guidelines. The work is a Firm Fixed-Price, single-job project with a performance period of 120 calendar days starting from the Notice to Proceed, and all deliverables must be completed at the site with final acceptance occurring on-site. Packaging and handling of paints must comply with strict requirements: containers must be sealed, hold no more than five gallons, use removable covers, be stored under cover and away from ignition sources, and be labeled with detailed information including manufacturer batch number, color, specification number, and date of manufacture, while ensuring product integrity for one year post-manufacture. No bar-coding or MIL-STD packaging standards are required. The procurement is a total small business set-aside under NAICS code 238320 with a $19 million size standard, and all offerors must maintain an active SAM.gov registration to be considered; failure to do so results in rejection. Proposals must be submitted via email by April 27, 2026, at 5:00 p.m. Eastern Time, and must include a fully completed solicitation survey, signed amendments, and proof of technical capability. Evaluation is based first on technical acceptability, including personnel qualifications and subcontractor arrangements, followed by price reasonableness and past performance among small businesses; award is made to the most advantageous offer, not necessarily the lowest-priced. Payment will be managed electronically through WAWF using invoice-receiving report combinations, and no specific remittance or accounting data is provided. Contractors must comply with extensive security protocols: all personnel require DoD/Army security training within 30 days, annual SAR training, mandatory vehicle and personal searches upon site entry, and adherence to FPCON, HPCON, and RAM measures that the Government may impose unilaterally.
