The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for Control Tower Chamber Equipment Painting, Colebrook River Lake, Colebrook, CT


QUESTIONS REGARDING THE PROCUREMENT WILL NOT BE ANSWERED DURING THE PRESOLICITATION PHASE.  SUBMIT QUESTIONS TO THE CONTRACT SPECIALIST AFTER THE SOLICITATION AND ASSOCIATED DOCUMENTS HAVE BEEN POSTED.


THE WORK CONSISTS OF: The work of this project consists of preparation and painting various mechanical equipment items and related items in the gate chamber at Colebrook River Lake in Colebrook, Connecticut. Items to be prepared and painted are steel and include the bonnets, hydraulic piping, hydraulic cylinders, plumbing associated with the two sump pumps (not the sump pumps), the conduit pressure balancing pipe, the vertical float well pipe, air shafts, and one spiral staircase. The entire spiral staircase shall be painted including the portion outside of the gate chamber. Items not specifically included in the list above shall not be prepared and painted, The existing paint coatings on these items have partially failed, and there are areas of peeling, blistering, and rust.

This is not a request for quotes at this time.  The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about June 16, 2026.  Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.  The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov). 


This procurement is set-aside for small business vendors. The applicable NAICS code is 238320 with a Small Business Size Standard of $19 Million.


ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
