CONUS Industrial Gas Program

The CONUS Industrial Gas Program contract, governed under solicitation SPE4A6-15-R-0340 and identified by contract number SPE4A6-16-D-0226, is a sole-source bridge modification issued to extend performance through November 29, 2026, with two optional three-month extensions through February 28, 2027, and May 29, 2027, replacing the original July 29, 2026 expiration. The contract ensures uninterrupted global supply of compressed and liquefied gases under Federal Supply Classes 6830 and 8120 to support critical military weapon systems via Customer Direct, Depot Direct, and Foreign Military Sales channels, all operating under Time Definite Delivery standards of 2-, 2-, or 4-day shipping windows. Hudson Technologies Company, the incumbent contractor and a small business, remains the sole provider due to its exclusive possession of approximately 81,000 Government Furnished Property cylinders at its facility in Woodcliff Lake, New Jersey, where physical transfer to any other vendor would require up to a year and cause unacceptable operational disruptions. The extension is justified under FAR 6.302-1 and FAR 6.103-1 to maintain mission readiness during the transition to a future long-term contract, with continuing compliance managed under the AIM Act for Hydrofluorocarbon allowances and supported by Defense Working Capital Funds. Performance remains unchanged from prior terms, with no modifications to pricing, inspection criteria, or packaging specifications, and delivery obligations continue to be fulfilled without interruption.
