Full Description

This procurement is negotiated as a sole source procurement under Federal Acquisition Regulation (FAR) Part 15. The sole source Justification and Approval (J&A) #18,319 was signed by the MCSC Executive Director on 17 July 2018 and a redacted version is attached. The contract type for this effort is an indefinite delivery/indefinite quantity (IDIQ) contract with Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee Contract Line Item Numbers (CLINs). The period of performance shall not exceed 60 months. Oshkosh Defense, LLC is the Original Equipment Manufacturer (OEM) of the MTVR and the HIMARS RSV and the only responsible source to satisfy the Agency requirement for the continued development of highly specialized equipment, including major components, in support of the HIMARS RSV. A technical data package suitable for full and open competition was not available. Award to any other source would result in substantial schedule delays that is not expected to be recovered through competition, as well as duplication of cost to the Government, and programmatic risks.
