Cooper Building Services, LLC — MD - Region 2 - General Contractor

Sourcewell has entered into an Indefinite Delivery-Indefinite Quantity (IDIQ) construction contract (MD-R2-GC-030425-COOP) with Cooper Building Services, LLC to provide general contractor services in Maryland Region 2. Effective March 27, 2025, the agreement carries an initial two-year term expiring March 26, 2027, with options to extend the partnership for up to five years. The contract utilizes a cooperative purchasing model and includes specific adjustment factors for normal and non-normal working hours, as well as provisions for both prevailing and non-prevailing wage rate projects. The scope of work is governed by CSI MasterFormat technical specifications covering Divisions 01 through 46, encompassing a wide range of services including concrete, masonry, metals, carpentry, and asbestos encapsulation. Performance is measured against rigorous industry standards such as ASTM, NFPA, and OSHA. Key administrative requirements include the submission of key personnel assignments and the use of web-based project management software for digital invoicing and payment applications via AIA G702/G703 forms. Inspections and final acceptance are conducted on-site at the project destination to ensure all installations are fit for use and meet the specified technical and sustainability criteria.
