Mechanical Services Basic Ordering Agreement (BOA)
Solicitation # SJ472268
Brookhaven Science Associates, LLC, operator of Brookhaven National Laboratory, is soliciting offers for a Mechanical Services Basic Ordering Agreement (BOA) under NAICS 238220. This total small business set-aside requires a contractor to provide all labor, materials, tools, and supervision for various mechanical construction projects across the BNL site, with specific work authorized through individual task orders. The anticipated period of performance begins in November 2026 for a base year, with four optional one-year increments extending the potential term through November 2031. While individual BOAs will have specific ceilings, all awarded BOAs under this effort will share an estimated aggregate ceiling of 20 million dollars. The award will be based on the lowest priced technically acceptable (LPTA) criteria, with BSA awarding the BOA to between one and three qualified offerors. To be responsive, offerors must attend a mandatory virtual overview and site visit on October 15, 2026, and submit a completed Qualification Criteria Form, a Sample Project Pricing Sheet, and a Schedule of Unit Rates by October 30, 2026. Technical acceptability is contingent upon meeting all qualification criteria, including safety records and staffing capabilities. Contractors must comply with New York prevailing wage determinations and the BNL Health and Safety Plan. Performance requirements include the ability to mobilize personnel to the site within two hours for after-hours or weekend emergencies and starting task order work within two working days of a Notice to Proceed. Bonding requirements are tiered by project value, requiring payment bonds for work between 35,000 and 150,000 dollars, and both performance and payment bonds for work exceeding 150,000 dollars. All materials must adhere to the Buy American-Construction Materials clause, and electrical or fire protection equipment must be certified by a Nationally Recognized Testing Laboratory.
