PROJECT DESCRIPTION 
The City is issuing this request for qualifications (RFQ) (Invitation No. 31B-2026) from consulting firms interested in providing professional design services for the Cordata & State Overlay project (ES597) project.  
 
The Cordata & State Overlay project will resurface pavement, modify signal systems/pavement markings, and install pedestrian and bicycle infrastructure improvements. The project extents cover Cordata Parkway from Bellis Fair Parkway to Kellogg Road and State Street from Ellis Street to Iowa Street. 
Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs. This project is funded through various City street & utility funds. 
SUBMITTAL 
The City invites all interested parties to respond to this RFQ by submitting their Statement of Qualification (SOQ) documents on the City of Bellingham website at https://cob.procureware.com/. Questions can be addressed to the Purchasing Office at the above address or by email contact@example.gov. The Purchasing Office, 210 Lottie Street Bellingham, WA 98225 must receive the electronic submittals no later than 11:00 AM on November 10, 2026. The sealed electronic submittals will be opened and read after the 11:00 AM deadline.
