The contract managed by the U.S. Army Combat Capabilities Development Command Chemical Biological Center (CCDC CBC), in collaboration with the Office of the Secretary of Defense and Army Contracting Command - Rock Island, involves the Cornerstone Other Transaction Agreement (OTA) to enhance the manufacturing defense industrial base and supply chain resiliency. The initiative focuses on developing prototypes for trusted and assured sources of space-qualifiable reprogrammable Field-Programmable Gate Arrays (FPGAs) to support Department of Defense and Intelligence Community missions, particularly for satellite and strategic missile systems. The program aims to improve FPGA security, reduce associated risks, and enhance radiation performance through a two-phase approach: the first phase involves auditing and analysis to provide improvement recommendations, and the second phase focuses on implementing and validating those recommendations. The Cornerstone consortium will issue a competitive Cornerstone Initiative Request (CIR) for Trusted FPGA, limited to consortium members who have signed the Cornerstone Consortium Management Agreement. The CIR will solicit white papers for a fixed-amount OTA with milestone-based incremental payments and an approximate 37-month period of performance. Successful prototype completion may lead to a follow-on production contract. Interested parties must initiate the membership process with the Cornerstone consortium for proposal consideration. Communication and updates regarding the CIR will be distributed through email to consortium members and applicants, with inquiries directed to the specified government mailbox. This special notice serves for planning purposes only and does not guarantee future awards or commitments by the U.S. Government.

U.S. Army Combat Capabilities Development Command Chemical Biological Center (CCDC CBC), Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. - 2508), in conjunction with Army Contracting Command - Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. - 2371b. Cornerstone was created to "Assess and Strengthen the Manufacturing Defense Industrial Base and Supply Chain Resiliency of the United States." ACC-RI, on behalf of CCDC CBC, intends to issue a competitive Cornerstone Initiative Request (CIR) for Trusted Field-Programmable Gate Arrays (FPGA) on or after 16 September 2019, with an estimated closing date of 10 business days after issuance. The CIR for Trusted FPGA is restricted to Cornerstone consortium members. The CIR will solicit white papers for one (1) fixed amount OTA with incremental payments made upon completion of specific milestones. Period of performance will be approximately 37 months. Upon successful completion of the prototype project, a follow-on production contract may be awarded. The purpose of this effort is to develop prototypes for "trusted" and "assured" sources of supply for space-qualifiable reprogrammable FPGAs to support Department of Defense (DoD) and Intelligence Community (IC) applications, particularly for satellite and strategic missile systems. This program seeks to develop prototypes to improve the security posture and reduce the risk associated with the use of FPGA technology and to improve their radiation performance. This program will consist of two phases resulting in separate but related prototypes: Phase 1 will include auditing and analysis to provide recommendations for how to improve trust, assurance, and radiation performance for FPGA products; Phase 2 will include the implementation, verification, and validation of the recommendations from Phase 1. The CIR for Trusted FPGA will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task. Contractors may obtain Cornerstone registration information by visiting the Cornerstone website: http://ibasp-public.ria.army.mil/cornerstone/ Interested parties should stay alert for any changes that may be published to this FBO posting. Please email all questions and responses to the following mailbox: contact@example.gov This Special Notice is for planning purposes only and does not constitute a CIR or an obligation on behalf of the U.S. Government. Issuance of this Special Notice is not a guarantee of a future CIR or an award and is not a commitment of any kind by the Government.
