AI Contract Overview

The Enterprise Information Management Engineering Support Services contract, issued by the Department of Defense Strategic Systems Programs, is a non-competitive award designed to provide essential engineering support. Due to the unpredictable nature and scope of the required work, the agency utilized a Cost-Plus-Fixed-Fee, Level of Effort term contract. This structure provides the necessary flexibility to manage tasks and hours that cannot be accurately forecasted or defined in advance, making a fixed-price agreement impractical. Managed by Contracting Officer Daniel Vola out of the Washington Navy Yard, the procurement falls under NAICS code 541330. The sole source justification for this non-competitive modification is detailed in a separate Justification and Approval posting. This arrangement ensures that the government can maintain critical information management services while adapting to evolving technical requirements.

Full Description

A Cost-Plus-Fixed-Fee (CPFF), Level of Effort (LOE) (Term) contract was determined to be the most appropriate contract type for this effort since the exact nature and the extent of work covered by this contract, as well as the precise method of performing the work, cannot be clearly defined far enough in advance. A term contract is required in order to provide flexibility, as the exact hours to complete the tasking cannot be estimated with enough certainty. Furthermore, the cost of performing the work cannot be accurately forecasted to permit the undertaking of such work on a fixed-price type contract basis. This new procurement modification was issued on a non-competitive basis. See separate, redacted J&A posting on FBO for sole source justification.
