Cornwall Council has awarded a contract to Cornwall Waste Needs Assessment (SME) for the delivery of a comprehensive Waste Needs Assessment, valued at 35,200 pounds excluding VAT. The project, which runs from October 9, 2026, to December 31, 2026, is structured into four primary stages. These include a review of existing evidence and legislation, an assessment of current waste management capacity and operational constraints, the forecasting of future waste arisings based on population and economic growth, and the identification of additional capacity requirements and timing for future site allocations. In addition to the core assessment, the contract requires the production of a technical paper on cross-boundary waste movements. This paper will analyze waste imports and exports between Cornwall and neighboring authorities, evaluate nationally significant requirements, and determine if existing facilities can accommodate future movements. The overall objective is to provide a detailed analysis of capacity surpluses and deficits to inform future waste planning and safeguarding policies.
