Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

The Social Security Administration (SSA) intends to issue a sole source purchase order under Simplified Acquisition procedures to Corporate Executive Board (CEB) to renew their multi-program electronic membership and to renew their subscription to HR Council, and Learning and Development Roundtable. The period of performance is for a one year period beginning 10/01/2009 through 09/30/2010. The subscription is an on-line web-based system that will be accessed through the SSA's Intranet via the Digital Library, which is password protected. SSA staff use the resources provided by CEB to conduct IT and E-commerce research in support of the Agency's online-services initiatives. Pursuant to the Federal Acquisition Regulation (FAR) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. This requirement is utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with procedures under FAR Part 13. Additionally, this subscription is only available from its producer/manufacturer and not through dealers or distributors. And, it is unique because it provides a combination of shared-cost research economics and a customer-based client model to 40 management research areas. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to order this to renew CEB's multi-program electronic membership and to renew their subscription to HR Council, and Learning and Development Roundtable. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether or not to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 2 business days, in accordance with FAR 13-106-1(b)(1), a purchase order will be issued without any additional notices being posted. Respondents should refer to 3871-09-3459/055-09-1005.
