Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

Full Description

The Social Security Administration (SSA) intends to issue a sole source purchase order under Simplified Acquisition procedures to the Corporate Executive Board (CEB) to renew electronic membership/subscriptions to four research programs: Applications Executive Council, Infrastructure Executive Council, Data Center Executive Council and CIO Executive Board. The subscription is for a site license for access to best practices research studies, customized research briefs, web-based access to program content database, surveys, decision-support tools, teleconferences, and other CEB materials and services. The subscription is an online web-based system that will be accessed through the SSA's Intranet via the Digital Library, which is password protected. SSA staff use the resources provided by the Corporate Executive Board to conduct IT and E-commerce research in support of the agency's online services initiatives. The period of performance is for 12 months, beginning October 1, 2009, through September 30, 2010. This subscription is only available from its producer/manufacturer and not through dealers or distributors. Corporate Executive Board is the only source for this subscription service. This is an announcement of SSA's intent to issue an order to Corporate Executive Board for the four research program subscriptions; SSA will not issue a solicitation. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. Responses must provide sufficient information for SSA to determine that a firm other than Corporate Executive Board can provide the subscription as described above. If SSA does not receive an acceptable response to this announcement within 3 days of its publication, it will issue a purchase order to Corporate Executive Board for the four research program subscriptions. Respondents should refer to Corporate Executive Board Subscriptions.
