Qualified Proposers must be able to provide documentation or reference information on at least three (3) cost allocation plans prepared by your firm. Background : The City and Borough of Juneau regularly allocates internal service costs to enterprise, internal service, and special revenue funds and departments to ensure that the full cost of government services is understood, budgeted, and where appropriate, recovered. CBJ also manages a variety of funding sources, including state and federal grants, capital improvement funds, and dedicated revenues such as Marine Passenger Fees. Accurate and transparent cost allocation plays a critical role in budgeting, financial planning, and compliance with funding requirements. Over time, CBJ’s internal cost allocation methods have become more complex, which has at times limited their understandability and transparency. In addition, CBJ is seeking to strengthen its ability to recover indirect costs, particularly from external funding sources, by ensuring its cost allocation methodologies meet evolving program, audit, and regulatory requirements. Purpose & Goal : The purpose of this project is to evaluate and enhance CBJ’s internal cost allocation methodologies and indirect cost recovery strategies. This includes the development of: a full cost allocation plan, a federally compliant (2 CFR Part 200) cost allocation plan, an internal indirect cost rate for capital improvement projects, a Marine Passenger Fee allocation plan, and support for establishing a federally negotiated indirect cost rate for the municipally owned and operated Juneau International Airport (JNU). CBJ’s goals for this engagement include improving the clarity and usability of its cost allocation models, identifying opportunities to optimize indirect cost recovery, and ensuring that all plans are documented in a way that facilitates future updates and implementation. The selected Contractor will work closely with CBJ staff to develop these plans and to provide guidance that supports both immediate and long-term budgeting and cost recovery efforts. CBJ anticipates working with the selected Contractor on an annual basis to update each plan as needed to inform the development of the subsequent fiscal year’s budget. Contractors must plan to complete the following work for this contract: Evaluate CBJ’s current cost allocation practices. Recommend and implement improvements that enhance clarity and administrative efficiency, which may include recommendation of a new or substantially revised methodology. Support compliance with 2 CFR Part 200 for federal cost recovery. Calculate a defensible internal indirect cost rate for capital improvement projects. Allocate Marine Passenger Fees in a manner consistent with allowable uses. Prepare and assist in negotiating a federally approved indirect cost rate for the Juneau International Airport. The resulting plans should be clear, well-documented, and reproducible, allowing CBJ to apply and update them on an annual basis for future budgeting cycles. CBJ is seeking not just technical expertise, but a collaborative partner to help build internal understanding, promote long-term sustainability, and improve the City’s overall cost recovery framework. Scope of Work (SOW) : As part of the SOW the Contractor will develop a suite of cost allocation and indirect cost rate plans to support internal budgeting, cost recovery, and federal and state compliance. The plans will include the following: Full Cost Allocation Plan (CAP) : The selected consultant will develop a comprehensive internal central service cost allocation plan that identifies and distributes relevant indirect costs to CBJ departments. The objective is to establish a plan that is not only accurate and equitable, but also clear, transparent, and easy for departments to understand and apply. CBJ’s current cost allocation plan has grown increasingly complex over time, which has presented some challenges in terms of internal communication and ease of use. To address this, the consultant will be asked to: Assess the current CAP methodology and identify areas where simplification could improve usability without materially reducing accuracy. Propose at least two alternative methodologies for allocating indirect costs—including a simplified model that prioritizes transparency and ease of implementation. Provide comparative analysis of the proposed methodologies, including tradeoffs in accuracy, administrative burden and departmental clarity. Recommend and implement the approach that best balances fairness, comprehensibility, and administrative efficiency, in close consultation with CBJ staff. The final plan should be transparent, reproducible, and suitable for use in annual budget planning. The plan should be in accordance with Generally Accepted Accounting Principles (GAAP) as recognized by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA). The plan should be supported by documentation that allows CBJ staff to explain and update the model independently if needed, depending on the complexity of the methodology selected. In addition to improving usability and transparency, CBJ is also interested in exploring alternative methodologies or approaches that may improve the recovery of indirect costs, particularly from state and federal sources. The consultant should identify and evaluate any such opportunities during the assessment and plan development process and incorporate recommendations that could enhance CBJ’s ability to recover appropriate indirect costs while maintaining compliance with applicable guidelines. OMB-Compliant Cost Allocation Plan : A cost allocation plan compliant with 2 CFR Part 200 (Uniform Guidance), for use in allocating indirect costs to federal grant programs. The consultant will be responsible for ensuring all documentation meets audit standards for federal grant reimbursement. Indirect Cost Rate for Capital Improvement Projects (CIPs) : A methodology and plan to calculate and support an internal indirect cost rate for charging CBJ indirect costs to capital projects. This rate should be flexible for use with both federally and non-federally funded CIPs. Marine Passenger Fee Allocation Plan : A formal plan to determine an appropriate and legally defensible share of Marine Passenger Fees to allocate toward CBJ administrative and operational costs. The plan must account for constraints and allowable uses associated with fee revenue and follow the Cruise Lines International Association settlement agreement with CBJ Federally Negotiated Indirect Cost Rate for the Juneau International Airport (JNU) : CBJ seeks assistance in preparing and submitting the necessary documentation to establish a Negotiated Indirect Cost Agreement with the federal government for the municipally run Juneau International Airport , which can then be applied to all federal sources. This will include reviewing cost centers, indirect cost pools, and guidance throughout the negotiation process. Required Deliverables : Each deliverable must be documented in a formal, reproducible plan and accompanied by a briefing to key CBJ staff. The consultant will provide a written and/or oral presentation of the Full Cost and Indirect Cost Allocation plans after their completion. This should include a schedule that compares the current and prior-year total indirect costs by department and shows the changes from the prior year. In addition, any differences in the allocation basis or sources used or other material changes in the plan from the prior year should be documented. All copies of documents and materials prepared or developed in relation to or as part of the project shall be provided to CBJ, including the Cost Allocation Model in a format that will allow CBJ the ability to add or delete, and/or update information as needed in future years. These documents will be provided in unprotected electronic form. The consultant may also be asked to assist in staff training and to provide limited ongoing support for plan updates or implementation during the fiscal year. CBJ anticipates working with the selected consultant on an annual basis to update each plan as needed to inform the development of the subsequent fiscal year’s budget. Electronic Deliverables & Data Format : All final deliverables must be provided in both editable and non-editable electronic formats. At a minimum, the following standards will apply: Narrative Reports and Plans : All narrative documents (e.g., cost allocation plans, methodology documentation, summary reports) must be delivered in: Microsoft Word (.docx) – fully editable PDF format – final, non-editable version Data Files and Calculations : All supporting schedules, cost models, and allocation calculations must be delivered in: Microsoft Excel (.xlsx), with unlocked formulas and cell references clearly visible Accompanying documentation or instructions sufficient to allow CBJ staff to understand, audit, and update the files Presentation or Briefing Materials : Any materials prepared for presentations, briefings, or training must be delivered in: Microsoft PowerPoint (.pptx) or PDF format The consultant is expected to structure all electronic files in a clear and organized manger, with consistent naming conventions and documentation of assumptions, formulas, and sources. All deliverables become the property of the City and Borough of Juneau upon submission and therefore are public record. CBJ may request that the consultant participate in file review meetings to ensure staff understanding and future usability of the deliverables. Data, Findings & Report Ownership : All data, models, reports, calculations, documentation, and other materials, whether draft or final, produced under this contract shall become the sole property of the CBJ upon creation or receipt. The selected consultant shall not release, reproduce, publish, or otherwise distribute any materials developed in connection with this project without the express written permission of CBJ. This includes, but is not limited to, cost allocation methodologies, financial models, indirect cost rate calculations, and any documentation related to CBJ's internal operations or funding sources. CBJ reserves the right to use, reproduce, adapt, and modify all deliverables and supporting data for its own purposes without limitation. The consultant shall provide all working files (e.g., Excel spreadsheets with formulas intact, Word documents, etc.) in formats that allow CBJ to update and reuse the materials independently. All proprietary information or tools used by the consultant in the course of the engagement must be clearly identified in advance and approved by CBJ for use. Any third-party software, templates, or methods included in the deliverables must either be licensed for CBJ’s unrestricted use or clearly documented with use limitations. Information Provided By CBJ : The City will provide liaison services with all other City departments as needed, including introductions, scheduling of appointments, and limited assistance in gathering data. The awarded proposer will also have access to previous allocation reports, methodologies, spreadsheets, budgetary information, the CBJ Annual Comprehensive Financial Report (ACFR), accounting system reports and other documents as necessary, upon request. Travel & Accommodations Responsibilities : CBJ anticipates that most work associated with this project can be completed remotely and does not expect routine in-person meetings. However, the consultant may propose limited travel if deemed necessary to accomplish specific deliverables (e.g., project kickoff, stakeholder interviews, or final presentations). Any proposed travel must be clearly identified in the consultant’s proposal, including the purpose, estimated timing, and associated costs. The CBJ Contract Administrator Manager reserves the right to negotiate with the selected Contractor on any part of the in-person component that the Contractors identify as necessary. If approved, CBJ will reimburse travel expenses in accordance with its standard travel policies and rates. All travel must be pre-approved by CBJ prior to incurring any costs. EVALUATION CRITERIA, AWARD & PROPOSAL CONTENT Evaluation Criteria : To determine the most advantageous proposal for the CBJ, an evaluation committee will review, evaluate, score and rank proposals in accordance with criteria and categories identified in the Proposal Evaluation Form . Clarification of submitted material may be requested during the evaluation process.
