The City of Pomona (“City”) is soliciting proposals (Proposals) from qualified Consultants (Proposers) to conduct a comprehensive Cost of Service study and a Financial Plan (“Study”) for the City’s potable water, recycled water, and wastewater enterprise funds.The goal of the Study will be to develop recommendations for the establishment of fair and equitable water, recycled water, and sewer collections rates for the City’s users that will first follow Proposition 218 requirements; and industry standards when supported by cost based data, and all applicable laws.The selected consultant shall perform the tasks specified in the Scope of Services section of this request for proposals (RFP). Proposers are encouraged to suggest additions or modifications to the scope of services work that will enhance or clarify the study. Such suggestions should be incorporated into the proposal.
