Costera Northern California Operation Facility

Costera Waste & Environmental, Inc. is developing a Northern California operational headquarters located at 30 Richard Brann Drive in Rio Vista, California. This project involves the transformation of a two-acre vacant parcel into a facility designed to support environmental contracting services and the transportation of both hazardous and non-hazardous waste. The site will function as an Exempt Transfer Facility, allowing for the storage of containerized hazardous waste for a maximum of 6 to 10 days before final disposal. The physical development includes a 5,360-square-foot prefabricated metal office and an 8,750-square-foot prefabricated metal warehouse, along with a truck wash area, empty bin storage, and parking for trailers and passenger vehicles. The project is approved by the City of Rio Vista and is exempt from the California Environmental Quality Act under Class 32, Section 15332, as it is not expected to have significant environmental impacts. Compliance requirements include adherence to Solano County Code chapter 13.10, USEPA 40 CFR Part 312 Subpart C standards, and ASTM Standard E-1527-21 for Phase I ESA reporting. Personnel are required to hold a 40-hour Federal OSHA HAZWOPER certification. Additionally, the contractor must provide proof of insurance, including Workers Compensation, and submit any environmental sampling data within 60 days of work completion.
